CHINA’S SOLAR POWER SLOWDOWN DUE TO SAFEGUARDING DUTY LEVY IN INDIA ON SOLAR CELL AND SOLAR PV MODULES
China is taking downturn on its solar power sector—the
world’s largest—a move that could help India take the lead in global renewable
energy adoption.
On Monday (July 30), the Narendra Modi government notified a
25% safeguard duty on imported solar panels for a period of two years. The
duty, typically imposed during import surges, is meant to protect domestic
manufacturers. It is now bound to hike solar power tariffs in India since
around 90% of panels the sector uses are made in China and Malaysia. India has
around half-a-dozen makers of solar cells and modules, with a total capacity of
around 3,000 MW. This is hardly enough to meet the country’s burgeoning demand.
Due to the safeguard duty demand and supply equilibrium has affected
adversely and on the other hand Indian Solar Cell manufacturers are not in
position to meet local Solar Panel manufacturer demand. Local manufacturers have
lot to do to improve the domestic supply and manufacturing know how to meet Chines
standard of supply.
Some of the SEZ units are still in dark whether they have to
pay safeguard duty or not. And if they protected from the safeguard duty then
how local manufacturer can beat their price domestically. If such system is
going to adopt by the government for the SEZ units then they will get two way benefits
in terms of saving safeguard duty and selling the Solar PV modules at cheaper
rate in DTA. The final clarification si yet to be received form the government.
Further technology point of view, we will have to go down
the supply chain and make the input components locally instead of importing
them and putting the modules together here. Technology, too, needs to improve.
In fact, the ministry of new and renewable energy admitted
in a research note last year that the domestic sector was “not being fully
exploited because of obsolete technology.” The “price of solar equipment
produced in the country is not competitive as compared to that of foreign
manufacturers, especially Chinese manufacturers,” it added.
